Synopsis: Jake and Charles investigate a dangerous serial killer. Holt continues to spar with his rival, Commissioner Kelly. Terry finds out about whether or not he has passed the lieutenant’s exam. (IMDB)
The cold open was of Jake wanting to plan a prank to pull on Holt before the precinct’s morning meeting. He settled on moving his podium a half inch to the left, thinking that he wouldn’t notice which he of course did and thought it was hilarious.
There was a serial killer on the loose as Holt was facing pressure from Commissioner Kelly. He needed the case solved in a professional manner so he initially ignored Jake’s bidding for the case but would give it to him and Charles anyway after assuring him that they would be professional about it. Seeing that they were seasoned professionals, Charles gave them the nickname of The Spice Boys. The serial killer they were dealing with weren’t careful with the victims’ organs except for their hearts. Kelly checked in on them to remind them of the stakes. He would try to insert himself into their investigation with the app he devised that allowed for the public to provide their own tips to the police (giving birth to petty Holt), however, Holt wasn’t interested in favor of actual police work.
To help them solve the case, they would need to get into the mind of a sicko (hence the episode title) so they found themselves a sicko in Jake’s old prison cellmate and cannibal Caleb (Tim Meadows). Caleb was thrilled to see them and offered some helpful information while also trying to eat them (including a cannibal message board on reddit). They got some promising leads but Kelly then showed up again at the precinct to offer a tip from his app that would help them. Not wanting to go against their captain, Jake and Charles refused but asked for it once Holt left the room. He followed them as they pursued this lead and they found the murderer’s kill room (petty Holt apologized).
Meanwhile, Terry was on the verge of becoming a lieutenant. Unfortunately for him, the precinct’s budget did not have enough for his raise so he would have to be transferred. Terry figured out that he would be transferred to Staten Island and the 122 (which did not sound as good as 9-9). To avoid this, Amy and Rosa would try to help him find money in the budget so they could keep him at the 9-9. To save money, they had the idea to inspire someone in the records department named Brian (Travis Coles) to pursue their dreams of performing in musical theatre. While it worked, his song of thanks to Terry proved that he could not sing or dance.
After showing photos of the kill room to Caleb, he determined that the killer was not a cannibal but rather someone with a possible medical background who was harvesting hearts for transplant. They found out that the head of a mob family who had sent one of their hitmen to find a heart. Once they debriefed with Kelly afterwards, they found that one of the app techs sent them the tip that led them to the kill room. This was because none of the app’s tips ever came from the public but rather from illegal surveillance for which he was running and Holt couldn’t do anything about it since Kelly was surveilling him as well.
Terry felt bad about Brian and told him the truth about his ability or lack thereof. Meanwhile in order to combat Kelly, Jake devised a suicide squad of sorts featuring Wuntch (Kyra Sedgwick), CJ (Ken Marino), and The Vulture (Dean Winters).
